{"id":460,"date":"2012-09-19T05:06:00","date_gmt":"2012-09-19T09:06:00","guid":{"rendered":"http:\/\/blog.ehscsi.com\/?p=460"},"modified":"2017-12-10T23:21:21","modified_gmt":"2017-12-11T04:21:21","slug":"hazmat-transportation-training-do-you-need-it","status":"publish","type":"post","link":"https:\/\/www.ehscsi.com\/blog\/2012\/09\/19\/hazmat-transportation-training-do-you-need-it\/","title":{"rendered":"Hazmat Transportation Training, Do You Need it?"},"content":{"rendered":"<p><a href=\"http:\/\/blog.ehscsi.com\/wp-content\/uploads\/2012\/09\/Pubs_Trng_Modules.gif\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-461\" title=\"Department of Transportation Training\" src=\"http:\/\/blog.ehscsi.com\/wp-content\/uploads\/2012\/09\/Pubs_Trng_Modules.gif\" alt=\"ehs compliance consultant in south florida; hazmat\" width=\"208\" height=\"277\" \/><\/a>Yesterday I shared the link to the Department of Transportation&#8217;s (DOT)\u00a0Pipeline and Hazardous Material Safety Association&#8217;s (PHMSA) free training modules on my<a title=\"EHS Compliance Services Inc&#039;s  Facebook Page\" href=\"http:\/\/facebook.com\/ehscsi\" target=\"_blank\" rel=\"noopener\"> Facebook page<\/a> and <a title=\"Twitter Account for EHSCSI\" href=\"http:\/\/twitter.com\/ehscsi\" target=\"_blank\" rel=\"noopener\">Twitter account<\/a>. \u00a0I wanted to use this post to discuss the training requirements for the Department of Transportation Hazardous Materials.\u00a0 In <a title=\"Are You Shipping Batteries?\" href=\"http:\/\/blog.ehscsi.com\/2012\/09\/12\/are-you-shipping-batteries\/\" target=\"_blank\" rel=\"noopener\">Are you Shipping Batteries?<\/a>\u00a0I mentioned that for many companies, hazardous material (hazmat) transportation is one of the greatest areas of non-compliance. \u00a0Over the past ten years I have worked with a number of manufacturing companies and, for some reason, hazmat transportation is typically an area of deficiency and it begins with training. \u00a0Let&#8217;s begin the <!--more-->discussion with which employees are required to take the Department of Transportation\u2019s Hazardous Material Training (HMR)? \u00a0The DOT requires training for \u201cany employee whose work directly affects hazardous materials transportation safety.\u201d\u00a0 Training is required within 90 days of an employee\u2019s start date or transition into a position that includes hazmat transportation responsibilities\u2014during this 90 day period, the untrained \u00a0employee must be under the direct supervision of a trained hazmat employee.<\/p>\n<p>The HMR includes both raw materials and hazardous waste (see <a title=\"What is Hazardous Waste?\" href=\"http:\/\/blog.ehscsi.com\/2012\/07\/16\/what-is-hazardous-waste-part-one\/\" target=\"_blank\" rel=\"noopener\">What is Hazardous Waste?<\/a>).\u00a0\u00a0If an employee affects the transportation of either of these HMR training is required.\u00a0 Employees who\u00a0load and unload packages, prepare shipping\u00a0documentation, package the materials, ship and\/or receive all &#8220;affect transportation.&#8221;\u00a0 Often employers or employees do not realize they are shipping hazardous materials.\u00a0\u00a0 Generally, if a the material requires a Material Safety Data Sheet (MSDS) also known as a Safety Data Sheet (SDS) or if the material(s) meet the definition of a hazardous waste the HMR most likely apply. \u00a0<a title=\"Frequently Shipped Hazardous Materials\" href=\"http:\/\/blog.ehscsi.com\/2012\/09\/19\/frequently-shipped-hazardous-materials\/\" target=\"_blank\" rel=\"noopener\">Click here<\/a> to see a list of \u00a0hazardous materials that are typically shipped undeclared (or shipped illegally). \u00a0The DOT requires training to include this following topics:<\/p>\n<ul>\n<li>general awareness\/familiarization;<\/li>\n<li>function-specific;<\/li>\n<li>safety;<\/li>\n<li>security awareness;<\/li>\n<li>In-depth security training, if a security plan is required; and<\/li>\n<li>driver training (for each hazmat employee who will \u00a0operate a motor vehicle).<\/li>\n<\/ul>\n<p><span style=\"font-size: medium;\">In addition to the initial training, refresher training must be given every three (3) years.\u00a0 As with all compliance training, documentation is extremely important. \u00a0Training records must include:\u00a0<\/span>hazmat employee\u2019s name;\u00a0completion date of most recent training;\u00a0training materials (copy, description, or location);\u00a0name and address of hazmat trainer; and\u00a0certification that the hazmat employee has been trained\u00a0and tested.\u00a0 <a title=\"What You Should Know: A Guide to Developing a Hazardous Materials Training Program\" href=\"http:\/\/phmsa.dot.gov\/staticfiles\/PHMSA\/DownloadableFiles\/Developing_HMT_Program_Guide.pdf\" target=\"_blank\" rel=\"noopener\">What You Should Know: A Guide to Developing a Hazardous Materials Training Program<\/a>, is a great FREE resource for development of a\u00a0hazmat training program.<\/p>\n<p>Do you have additional questions about hazardous materials training requirements?
