ehs compliance; eh&amp;s consultant in south florida\" width=\"300\" height=\"134\" srcset=\"https:\/\/www.ehscsi.com\/blog\/wp-content\/uploads\/2012\/10\/709px-Polychlorinated_biphenyl_structure_svg-300x134.png 300w, https:\/\/www.ehscsi.com\/blog\/wp-content\/uploads\/2012\/10\/709px-Polychlorinated_biphenyl_structure_svg.png 709w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><figcaption id=\"caption-attachment-519\" class=\"wp-caption-text\">PCB Chemical Structure<\/figcaption><\/figure>\n<p>Polychlorinated biphenyls (PCBs) are a class of man-made organic materials that\u00a0are desirable because of\u00a0 the following characteristics: non-flammable, chemically stable, have a\u00a0high boiling point and electrical insulation properties.\u00a0 Unfortunately the same characteristics cause them to persist and bioaccumulate in the environment.\u00a0\u00a0\u00a0In addition, PCBs <!--more-->have been implicated as cancer\u00a0causing and in a number of other\u00a0effects\u00a0on the immune, reproductive, endocrine and nervous systems.\u00a0\u00a0Polychlorinated biphenyls can no longer be legally manufactured in the US since a ban 1979 ban, however this class of chemicals can still be found most commonly in transformers and\u00a0fluorescent light bulb ballasts.\u00a0 Regulations require companies engaged in any of the following five (5) PCB activities to <a title=\"PCB Activity Registration Form\" href=\" http:\/\/www.epa.gov\/epawaste\/hazard\/tsd\/pcbs\/pubs\/771053.pdf\" target=\"_blank\">register with EPA<\/a>:<\/p>\n<ol>\n<li>Generation with on site storage<\/li>\n<li>Commercial storage<\/li>\n<li>Research &amp; development<\/li>\n<li>Transportation<\/li>\n<li>Disposition<\/li>\n<li>Operation of\u00a0 a scrap metal recovery oven.<\/li>\n<\/ol>\n<p>In addition, PCB containing transformers must be<a title=\"PCB Transformer Registration Form\" href=\"http:\/\/www.epa.gov\/epawaste\/hazard\/tsd\/pcbs\/pubs\/772012.pdf\" target=\"_blank\" rel=\"noopener\"> registered with EPA<\/a>.\u00a0\u00a0\u00a0This information is made available publically through EPA\u2019s <a title=\"Transformer &amp; PCB Databases\" href=\"http:\/\/www.epa.gov\/epawaste\/hazard\/tsd\/pcbs\/pubs\/data.htm\" target=\"_blank\" rel=\"noopener\">Transformer Registration and PCB Activity Databases<\/a>.\u00a0 \u00a0As of late 2011, there were over 3500 registrations of PCB Transformers; indicating that PCB issue is far from over although the ban has been in place for over 30 years.<\/p>\n<p>On September 6 of this year,<a title=\"Proposed PCB Manifest Changes\" href=\"http:\/\/www.epa.gov\/epawaste\/hazard\/tsd\/pcbs\/index.htm\" target=\"_blank\" rel=\"noopener\"> EPA proposed changes<\/a> to the PCB manifest requirements;
