{"id":550,"date":"2012-10-09T04:37:38","date_gmt":"2012-10-09T08:37:38","guid":{"rendered":"http:\/\/blog.ehscsi.com\/?p=550"},"modified":"2017-12-10T23:20:55","modified_gmt":"2017-12-11T04:20:55","slug":"epcra-emergency-planing-requirements","status":"publish","type":"post","link":"https:\/\/www.ehscsi.com\/blog\/2012\/10\/09\/epcra-emergency-planing-requirements\/","title":{"rendered":"EPCRA Emergency Planning Requirements"},"content":{"rendered":"<p>In my <a title=\"Introduction to EPCRA\" href=\"http:\/\/blog.ehscsi.com\/2012\/10\/08\/introduction-to-epcra\/\" target=\"_blank\" rel=\"noopener\">previous post<\/a>\u00a0I mentioned the Emergency <a href=\"http:\/\/blog.ehscsi.com\/wp-content\/uploads\/2012\/10\/HazChem-Sign.jpeg\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-551\" title=\"HazChem Sign\" src=\"http:\/\/blog.ehscsi.com\/wp-content\/uploads\/2012\/10\/HazChem-Sign.jpeg\" alt=\"\" width=\"284\" height=\"178\" \/><\/a>Planning and Community Right to Know Act (EPCRA) is composed of three major parts.\u00a0 In today\u2019s post I will focus on Emergency Planning, the portion of the law which intends to prepare state and local governments to respond to the most likely hazardous chemical emergencies. \u00a0EPCRA requires the existence of two organizations at the state and local government levels:<br \/>\n1. The State Emergency Response (SERC) Commission and<br \/>\n2. the Local Emergency Planning Committees (LEPC).<br \/>\nFacilities with onsite quantities of \u00a0<a title=\"List of EHSs\" href=\"http:\/\/ecfr.gpoaccess.gov\/cgi\/t\/text\/text-idx?c=ecfr&amp;sid=f019d526a1f7d20ddd96b44c75b74cda&amp;rgn=div9&amp;view=text&amp;node=40:29.0.1.1.11.4.17.3.14&amp;idno=40\" target=\"_blank\" rel=\"noopener\">Extremely Hazardous Substances (EHS)<\/a> at or above the Threshold Planning Quantities (TPQs) must notify both the SERC and LEPC \u00a0within 60 days of equaling or exceeding the thresholds (either by production or purchase).\u00a0 The SERC typically has the required notification forms which can be obtained by visiting the <a title=\"SERC Websites\" href=\"http:\/\/www.epa.gov\/osweroe1\/content\/epcra\/serc_contacts.htm\" target=\"_blank\" rel=\"noopener\">SERC website<\/a> for the state in which you reside.\u00a0 Click <a title=\"Florida Emergency Planning Notification Form\" href=\"http:\/\/www.floridadisaster.org\/HazMat\/SERC\/documents\/form302.pdf\" target=\"_blank\" rel=\"noopener\">here<\/a> to see to Florida form for notification. \u00a0Some of the most common EHS in my experience are:<\/p>\n<p>Hydrogen Fluoride\u00a0\u00a0\u00a0 TPQ=100 lbs<\/p>\n<p>Formaldehyde\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 TPQ=500 lbs<\/p>\n<p>Sulfuric Acid\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 TPQ=1000 lbs<\/p>\n<p>If your company has any of the above materials or any EHSs listed on Appendices A and B at or above the TPQ a notification to the LEPC (websites to LEPCs can be found through each SERC) and the SERC is required. \u00a0A fee will most likely need to accompany your notification form, Florida\u2019s fee is $50. \u00a0 Keep in mind that some states have other requirements related to Emergency Planning, please visit your state&#8217;s <a title=\"SERC websites\" href=\"http:\/\/www.epa.gov\/osweroe1\/content\/epcra\/serc_contacts.htm\" target=\"_blank\" rel=\"noopener\">SERC<\/a> website for further details.<\/p>\n<p>Facilities with EHS at or above TPQs are also required to identify an emergency coordinator who will represent the facility and also
