Countermeasures Plan Requirements"},"content":{"rendered":"<p>In the <a title=\"Spill Prevention Countermeasures and Control Requirements\" href=\"http:\/\/blog.ehscsi.com\/2012\/10\/24\/spill-prevention-countermeasures-and-control-requirements\/\" target=\"_blank\" rel=\"noopener noreferrer\">last post<\/a> I briefly reviewed the Spill Prevention Control and Countermeasures&nbsp; <a href=\"http:\/\/blog.ehscsi.com\/wp-content\/uploads\/2012\/10\/oil-tanks.jpeg\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-629\" title=\"oil tanks\" src=\"http:\/\/blog.ehscsi.com\/wp-content\/uploads\/2012\/10\/oil-tanks.jpeg\" alt=\"SPCC Plans, Spill Prevention Control &amp; Countermeasures, EHS Consultant in South Florida\" width=\"277\" height=\"182\"><\/a>(SPCC) requirements.&nbsp; Today\u2019s post will focus on the information that must be included in an SPCC Plan.&nbsp; The following requirements are summarized from the General Requirements for Spill Prevention, Control, and Countermeasure Plans found in <a title=\"40 CFR 112.7\" href=\"http:\/\/www.ecfr.gov\/cgi-bin\/text-idx?c=ecfr&amp;SID=bbb1b0018661088af684ab2c56651495&amp;rgn=div5&amp;view=text&amp;node=40:23.0.1.1.7&amp;idno=40#40:23.0.1.1.7.1.6.7\" target=\"_blank\" rel=\"noopener noreferrer\">40 CFR 112.7<\/a>.<\/p>\n<ol>\n<li>Physical layout of the facility including location of:\n<ol>\n<li>Each fixed oil storage containers.<\/li>\n<li>Mobile or portable storage areas.<\/li>\n<li>Exempt underground tanks (marked as \u201cexempt\u201d in the layout).<\/li>\n<li>Transfer stations and connecting pipes (also include exempted lines).<\/li>\n<\/ol>\n<\/li>\n<li>The type of oil and storage capacity for each fixed and mobile container.<\/li>\n<li>Discharge prevention measures including procedures for routine handling of products (loading, unloading, and facility transfers, etc.).<\/li>\n<li>Discharge or drainage controls such as secondary containment around containers and other structures, equipment, and procedures for the control of a discharge.<\/li>\n<li>Countermeasures for discharge discovery, response, and cleanup\u2014including onsite capability and those that might be required of a contractor.<\/li>\n<li>Methods of disposal of recovered materials.<\/li>\n<li>Contact list and phone numbers for the facility response coordinator, National Response Center (NRC), cleanup contractors, &nbsp;and all regulatory agencies who must be contacted in case of a discharge.<\/li>\n<li>Discharge event response procedures\u2014this includes procedures that will provide ease of reporting information pertinent to the spill (i.e. type of material, location information, time and date, etc).<\/li>\n<li>Explanations for the omission of control measures listed in 40 CFR 112.7(c) or 112.7(h).<\/li>\n<li>Inspection and integrity test procedures for the oil containing equipment.<\/li>\n<li>Annual personnel training and discharge prevention briefing&nbsp;requirements and procedures.<\/li>\n<li>&nbsp;Security procedures for oil containing equipment and processes.<\/li>\n<li>Information on how facility complies with the applicable requirements and other effective discharge prevention and containment procedures or any applicable more stringent State rules, regulations, and guidelines.<\/li>\n<\/ol>\n<p>Keep in mind this list is extracted form the general federal requirements, additional requirements are found in 40 CFR 112 (i.e. <a title=\"40 CFR 112 Subpart B\" href=\"http:\/\/www.ecfr.gov\/cgi-bin\/text-idx?c=ecfr&amp;SID=bbb1b0018661088af684ab2c56651495&amp;rgn=div5&amp;view=text&amp;node=40:23.0.1.1.7&amp;idno=40#40:23.0.1.1.7.2\" target=\"_blank\" rel=\"noopener noreferrer\">Subpart B<\/a> and <a title=\"40 CFR 112 Subart C\" href=\"http:\/\/www.ecfr.gov\/cgi-bin\/text-idx?c=ecfr&amp;SID=bbb1b0018661088af684ab2c56651495&amp;rgn=div5&amp;view=text&amp;node=40:23.0.1.1.7&amp;idno=40#40:23.0.1.1.7.3\" target=\"_blank\" rel=\"noopener noreferrer\">Subpart C<\/a>) and as always consider the state and local requirements of the facility.<\/p>\n<p>A great starting place for plan creation is the templates provided for <a title=\"Tier I Qualified Facility Template\" href=\"http:\/\/www.epa.gov\/osweroe1\/content\/spcc\/tier1temp.htm\" target=\"_blank\" rel=\"noopener noreferrer\">Tier I<\/a>&nbsp;Qualified Facilities.&nbsp; Even if your facility is Tier II or requires a Professional Engineer (PE) Certification you can reduce costs by drafting the plan and having the PE visit the facility, review and certify the plan. &nbsp;Need more resources?
